The FMIS Status of Funds interface allows users to view planned, actual, and pending obligation values. This tool can be accessed by clicking on the FMIS tab on the Main Menu. Only users with the FMIS Administrator security role, or users assigned a role that includes the appropriate permissions will be able to associate FMIS Program Codes to STIP Fund Sources in this interface. All other users will have read-only access.
When "FMIS Status of Funds" is selected in the picklist, its interface will appear on the screen.
This interface primarily consists of a table that displays the current Federal Fiscal Year values. By default, all Program Codes with activity (Apportioned, Carryover, Transfer, or Obligation Values) within the current Federal Fiscal Year will be shown in the table. However, the user can opt to include the program codes with no activity by toggling on the radio button. The user can also determine which year's data they wish to view through the available picklist. Only years for which FMIS Program Code and Obligation data has been imported will be available from this picklist. In the top right above the table, the user can view the Last Refreshed date from FMIS. This information is read-only and used to denote the last date data was successfully imported and updated in the system.
Upon entry into the application, the table will be collapsed. However, the user can expand the Fund Types and Fund Sources by utilizing the available carets () or the Expand All button. There are nine columns that define these rows:
| Column | Description |
| Fund Source (Program Code) | This column includes each Fund Source for the current Federal Fiscal Year. When a Fund Source row is expanded (caret), a list of the associated Program Codes from FMIS will be displayed. Each Program Code will be formatted as "Program Code – Long Name". |
| Apportioned/Allocated | This column is read-only and is populated using the Apportioned/Allocated value from FMIS. |
| Carryover | This column is read-only and is populated using the Carryover value from FMIS for the Program Code. |
| Transfer | This column is read-only and is populated using the Transfer value from FMIS for the Program Code. |
| Total Available | This column is read-only and automatically calculated using the following formula: Apportioned/Allocated + Estimated Carryover + Estimated Transfer. |
| Programmed Obligations | This column is read-only and automatically calculated using the associated programmed funds for all projects matching the STIP, Year, and Fund Source. This field will be blank at the Program Code level. |
| Actual Obligations | This column is read-only and populated using the actual obligation value from FMIS for the Program Code. |
| Pending Obligations | This column is read-only and automatically calculated using both the pending obligations within STIP Manager (for those projects yet to be submitted) and FMIS (for those projects already submitted). |
| Unobligated Balance | This column is read-only and automatically calculated by the system using the following formula: Total Available – (Actual Obligations + Pending Obligations). |
Program Codes will be grouped by Fund Type – Subtype and Fund Source for those codes that have previously been associated with a Fund Source. Any Program Code not yet associated with a Fund Source will be placed in the "Uncategorized" category at the bottom of the list. This will allow users to easily identify Program Codes that need to be associated to a Fund Source.
The Program Code will be a link that opens a pop-up with its details. All fields in this pop-up will display read-only values from FMIS, except Fund Source. This field will be a picklist of any Federal Fund Source available within the Fund Sources interface (see red box below).
Programmed, Actual, and Pending Obligations
For non-parent Fund Sources, the Programmed Obligation value will be a link that can be selected to view the record details included in the reported total value. The Programmed Obligations Detail table will include the following fields: Project ID, Name, Work Phase, Program, and Amount. This pop-up's information can be downloaded as a CSV or Excel file using the "Export" button.
The Actual and Pending Obligations values may also appear as links that lead to similar interfaces. Their tables will include the following fields: Obligation Date, Program Code, Federal Project Number, Recipient Project Number, Project Action, Project Title, and Obligation Amount. These pop-ups can also be downloaded as a CSV or Excel file using the "Export" button.
