The State Highway Capital Outlay (FHWA 534) report is used to measure State investment priorities for the National Highway System and for the arterial and collector functional systems. This report will provide NMDOT will the ability to report the State Highway Capital Outlay Expenditures based on Functional Classification, Area Type, and NHS designation.
Tools
This report has a customized sidebar on the righthand side of the application which allows the user to access the Parameters and Import Expenditures tools.
The Parameters tool () allows the user to define a year for the report and run the report. The Import Expenditures tool (
) allows the user to upload expenditures to the system to use in the report. If the user selects the Import Expenditures tool, this field will appear:

| Expenditure Year | A textbox that can be used to enter any Year between "2000" and the current year. This is the year that expenditure information will be imported for. |
Once a year value is entered here, the "Upload File" button will appear for the user to import expenditures.
Import Expenditures
If the user wishes to upload expenditures, they can select the Import Expenditures tool (), enter an Expenditure Year, then click "Upload File". Selecting the "Upload File" button will open the user's File Explorer for them to locate the desired file/type (.csv or .xlsx). After selecting the file, the pop-up will update to allow the user to map the required fields (Year, Date, Control No., Activity, Description, and Amount) to the column headers from the uploaded file. When the user has selected all of the fields to map, the "Submit" button will become enabled, allowing the user to upload the expenditures to the STIP Manager database. If the user attempts to upload expenditures for a Year that already exists, they can replace the existing expenditure data or cancel the upload.
Generate the Report
To generate this report, the user can follow these steps:
- Click "State Highway Capital Outlay (FHWA 534)" in the "Select Report" list (left side).
- Click the "Import Expenditures" tool on the right side (
), then follow the instructions outlined in the Import Expenditures section and summarized below.
- Enter the Expenditure Year for the expenditures that will be uploaded.
- Click the "Upload File" button to open the user's File Explorer.
- Navigate to and select the desired file (.csv or .xlsx).
- Map the required fields (Year, Date, Control No., Activity, Description, and Amount) to the column headers from the uploaded file through the picklists.
- Click the "Submit" button to upload the expenditures to the STIP Manager database.
- Select a year in the Expenditure Year picklist on the main interface.
- Click the "Submit" button.
If the user wishes to change the STIP/TIP before running the report, they can navigate to the STIP/TIP Selection picklist on the Main Menu. To export the report, the user can click the export icon (), then choose the export type (PDF, XLSX, DOCX).
Output
If exported to PDF, the generated report will include a header and a table.

If exported to Excel, individual report sections will be generated for each Area Type and Functional Classification combination and will be placed on separate tabs. Each tab will be named using the format <Area Type><Functional Classification> (Functional Classification code= two digits). The first tab in the report will be "Summary", and it will report total expenditures across all Area and Functional Classifications. There will also be a raw data tab which includes a row for each expenditure with a column for each field imported along with the Area, Functional Classification, Capital Outlay, and Improvement Type group values calculated. If any of these fields could not be determined, the field will return "Unknown."
