The Actions module can be accessed on the Main Menu. It contains four tabs which provide the ability to review, edit, and process pending changes through the Actions workflow. In order to include a new change on the active STIP/TIP, there are necessary parties and stages of approval that the suggested changes must go through. The Actions tab holds all the stages of approval, from staging to board approved. This menu option will only be available if the Active or a Historical version is selected in the STIP/TIP selection list.
View
The Actions interface will initially open to the Staging tab in full pane mode. All other tabs on the Actions interface will also open in full pane mode. There is no option for a half-pane view on the Actions interface.
Tabs
When the user first enters the Actions module, they will land on the Staging tab. All four tabs in the Actions module will be on display in the upper righthand corner of the interface, but only the History tab and the tabs with data will be available for selection. These tabs provide the ability to review and process pending changes through the Actions workflow. The four tabs are:
- Staging Tab: Serves as a landing page for all changes.
- Pre-Approved Tab: Allows privileged users to assign pending project changes to a STIP/TIP revision.
- Revisions Tab: Displays all the changes that have been included in a STIP/TIP Revision; hosts tools for agency approval.
- History Tab: Provides a historical record of all approved revisions.
STIP/TIP Banner
On all four tabs, there is a banner that visually indicates what STIP/TIP data is being viewed. The banner can have one of these color/icon combinations:

Historical STIPs/TIPs are view-only throughout this interface and are only viewable for reference and reporting purposes. Active will be editable based on the user's permissions specified through the Users interface.
Change Types
Pending changes that land on the Actions module are classified into Change Types based on the Rules Engine. By default, the system has three Change Types defined. These are:
| Change Type | Description |
| Amendment | Major changes that require public review, demonstration of fiscal constraint, and approval by the State and FHWA/FTA. |
| Administrative Modification | Minor changes that do not require public review or demonstration of fiscal constraint and do not require FHWA/FTA approval. |
| Technical Correction | Minor corrections that do not require formal approval. This type is primarily used to correct administrative errors only. |
Each time a user saves changes to a project in the Active STIP, the system will check the changes against the latest rules defined in the Rules Engine. If the system determines these changes warrant an Action, they are marked accordingly in the database and must be submitted to the Actions module for review and approval.
