The Fiscal Constraint Analysis report compares the Total Available to the Programmed Obligations by Fund Source for the selected STIP/TIP window.
Filters
Once the user selects the Fiscal Constraint Analysis report in the "Select Report" list, these filters will appear:
| Filter | Description |
| Revision | A picklist of all revisions associated to the STIP/TIP selected in the STIP/TIP Selection picklist. |
| Year | A picklist of all Years within the STIP/TIP window for the selected STIP/TIP. If no selection is made, the report will be run for all Years. |
| Include Actual Obligations | This picklist (Yes/No) allows the user to include the Actual Obligations and Actual Balance columns for the current and previous Years within the STIP/TIP window. This filter is only available if the FMIS module is active. |
Generate the Report
To generate this report, the user can follow these steps:
- Click "Fiscal Constraint Analysis" in the "Select Report" list (left side).
- Select a value in the Revision picklist.
- Select a year (OPTIONAL).
- Select Yes or No in the "Include Actual Obligations" picklist.
- Click the "Submit" button.
If the user wishes to change the STIP/TIP before running the report, they can navigate to the STIP/TIP Selection picklist on the Main Menu. To export the report, the user can click the export icon (), then choose the export type (PDF, XLSX, DOCX).
Output
The generated report will list Fund Sources which are grouped by Fund Type and Subtype. Each Subtype section will include a Header row with subtotals. The columns on the table are:
| Column | Description |
| Fund Sources | A unique description of the Fund Source created through the Fund Sources interface, formatted as "Fund Code – Fund Name". |
| Apportioned/Allocated | The apportioned or allocated amount for the particular Fund Source. |
| Estimated Carryover | The carryover for the particular funding category. |
| Estimated Transfer | Negative or positive numbers to indicate a transfer of funds. |
| Total Available | Value calculated as Apportioned/Allocated + Estimated Carryover + Estimated Transfer. |
| Programmed Obligations | Value calculated using the associated programmed funds for all projects matching the STIP/TIP, Year, and Fund Source. |
| Estimated Balance | Value calculated as Total Available – Programmed Obligations. |
| Actual Obligations | If the "Include Actual Obligations" picklist is set to Yes, this column will be visible and populated using the actual obligation value from FMIS. |
| Actual Balance | If the "Include Actual Obligations" picklist is set to Yes, this column will be visible and calculated as Total Available – Actual Obligations. |
Below the Fund Sources table will be an Advance Construction (AC) summary table. This table will include a row for each Fund Source that has Programmed Obligations categorized as AC or ACC (Advance Construction Conversion).
