At the beginning of a Federal Fiscal Year, users with either the System Administrator security role or the Edit Dashboard permission will have the ability to set the Baseline. To accomplish this, the user must first select a year with no Baseline data in the "Year" picklist. A year with no Baseline data will display this message, as shown in the image below: "No Baseline set for the selected Year. Click here to view the Detail tab."
When the user selects this link, they will be placed on the Detail tab with the selected Year's STIP Programmed Obligations displayed in the table. Each record will be a distinct list of Control No, Work Phase, and Fund Source; therefore, a project can be listed more than once in the resulting table. The table will be sorted by Target Type, Project Category, and Control No. in ascending order.
Set Baseline
To set the Baseline, the user must enter an Estimated Obligation Date for each Approved STIP Programmed Amount record on the Detail tab. The Estimated Obligation Date column will be a date input field, formatted as MM/YYYY. This field has both textbox and calendar select options. If the textbox is utilized, the user can simply type in a value. If the calendar select tool is used, the user will be able to select the year and month in a pop-up.
After a date is inputted, the user can click "Save", and the system will validate that the dates provided are within the Federal Fiscal Year selected. Otherwise, the dates will not be allowed to save. Saved values will be retained in the system; this means that the user can exit the interface/application and continue making modifications at a later time as needed prior to setting the Baseline.
Once the user has entered values in the Estimated Obligation Date field for all desired rows, the user can select the "Set Baseline" button to save all of the Estimated Obligation Dates and lock down the baseline values. The user will then receive a warning, asking them to confirm the action, as this cannot be undone. After confirmation, each of the records with an Estimated Obligation Date value will have the Target Type automatically set to "Baseline," and no additional modifications can be made to these initial records.
