The Obligation Detail section lies below the STIP Funding section on the FMIS Detail tab. The Obligation Detail section allows the Obligation Detail records for the FMIS Project to be viewed and edited. This section will be collapsed by default, but it can be expanded using the caret on the ribbon header.
Half Pane View
In the half-pane view, the entries will appear below the ribbon header in rolled-up subsections based on Work Phase. Each entry here will be composed of Work Phase (subsection header), Effective Authorization Date (subsection header), Total Cost, Advance Construction, Federal Funds, and Non-Federal Funds. Above the entries in this section will be these total values: Total Costs, Advanced Construction, Federal Funds, and Non-Federal Funds.
Full Pane View
In full-pane mode, the user can view the Obligation Detail table.
Obligation Detail Table
The table in this section displays the Obligation Detail records for the FMIS Project. This table is read-only. In full pane mode, it includes sub-headers for each unique Parent Work Phase on the project. It will also contain the Effective Authorization Date and totals for the Total Cost, Advance Construction, Federal Funds, State Funds, and Other Funds columns in this sub-header row. The table is collapsed by default but can be expanded by clicking on the caret icon in each sub-header row, or by using the "Expand All' link.
This table contains these columns which specify the record: Improvement Type, Fund Source, Program Code, Detail #, Total Cost, Advance Construction, Federal Funds, State Funds, and Other Funds. By default, only the included obligations will be displayed. To show withdrawn obligations, the user can utilize the checkbox above the table. The image below shows an example of the table when this checkbox is selected.
To the right of the "Other Funds" column, the user can access the Obligation Detail pop-up by selecting the eye icon () for FMIS projects in read-only mode or the pencil icon (
) for FMIS projects that are open to editing.
Editing Obligation Detail Pop-Up
All information in the Obligation Detail pop-up will be read-only for users who do not have permissions or for FMIS project versions that are locked (). For users with permissions, they can edit FMIS project versions that are not locked by selecting the pencil icon (
), which opens the Obligation Detail pop-up. This section describes the editing side.
When the Obligation Detail pop-up is opened, the user can view the Parent Work Phase, Improvement Type, Fund Source, and Detail # for the record at the top of this space. All of these fields will be read-only, except Detail # which can be edited if desired. On the top right, the user can select any "Other Statistics" using the checkboxes. The available checkboxes are:

| CMGC | This checkbox indicates a Construction Manager/General Contractor (CMGC) type or construction contract. |
| Construction | This checkbox indicates whether the detail line relates to the construction phase of the project. |
| Design Build | This checkbox indicates an agreement that provides for design and construction by a contractor, either design build contract, franchise agreement, or any other form of contract approved by the Secretary. |
| Highways For Life | This checkbox indicates a Highways for Life funding program. |
| Indian Reservation | This checkbox indicates whether the project is on an Indian Reservation. |
| Innovative Project Delivery | This checkbox indicates an Innovative Project Delivery approach. |
| Other SEP Fourteen | This checkbox indicates the project falls under FHWA’s special Experimental Project No. 14 that allows the use of alternative project delivery or alternative contracting procedures. |
| Safety 100 Percent | This checkbox indicates if the project is eligible for 100% Safety funds. |
| Temporary Match Waived | This checkbox indicates a waiver of the State Matching share requirement. |
| Toll Road | This checkbox indicates toll facilities financed with Federal Funds. |
Below this information are two tables: Funding and Locations.
Funding
The Funding table will include any related Program Codes and their available balances for the Federal Fund Source displayed in the top of the window. Available balances will be calculated using the Total Available Funds from FMIS minus any pending obligations in both FMIS and STIP Manager. From this table, the user can enter the values they wish to obligate on the appropriate line. The columns in the table are described below.

| Federal Share | By default, this field is automatically calculated by the system as the Federal Amount / (divided) by the Total Amount for the detail line. The user can override the calculated value by selecting the Override checkbox to the left and enabling the Federal Share % field. The percent will be formatted to two decimal places. |
| Total Cost | This is a read-only field that is automatically calculated by the system as a sum of Advance Construction, Federal Funds, State Funds, Local Funds, Private Funds, Non-Monetary Funds, and Other Funds for the location record. |
| Advance Construction | This is a money field, and it indicates the amount of Advanced Construction funds for the detail record. |
| Federal Funds | This is a money field and indicates the amount of Federal funds for the detail record. |
| State Funds | This is a money field and indicates the amount of State funds for the detail record. |
| Local Funds | This is a money field and indicates the amount of Local funds for the detail record. |
| Private Funds | This is a money field and indicates the amount of Private funds for the detail record. |
| Non-Monetary Funds | This is a money field and indicates the amount of Non-Monetary funds for the detail record. |
| Other Funds | This is a money field and indicates the amount of Other funds for the detail record. |
| Soft Match | This is a free-form dollar amount field that can be used to indicate the soft match amount for the detail line. |
| Demo ID | This is a free-form text field that is used to input the Demo ID for the record. This field is only allowed for detail lines with a demo program code. This field will be disable after initial authorization. |
| Purpose ID | This is a free-form text field that is used to input the Purpose ID for the record. This field will be required if the Program Code associated is allocated by Purpose ID. For all other Program Codes, this field will be disabled. |
| Grant Number | This is a free-form text field that is used to input the Discretionary Grant Award Number. This field will be required if the Program Code associated is allocated by Discretionary Grant Funds Awarded. For all other Program Codes, this field will be disabled. |
Location
The Location table lies below the Funding table. It will contain these tools and columns:

| Auto Distribute Funds (Checkbox) | If selected/checked, this tool takes the user-entered funding amounts in the Funding section and automatically distributes them evenly over all location records. If not selected/checked, the user can enter funding amounts in the location table. Funding amounts between the Location table and the Funding section must match before the user is allowed to Save Changes. |

Saving Changes
When changes to the Obligation Detail pop-up have been made, the user can select the "Save" button which will close the pop-up and update the Obligation Detail table with the modified values. Alternatively, the user can select the "Cancel" button to revert all values back to the last saved values and close the pop-up.
Add New Obligation Detail Item
The user can add an Obligation Detail item by clicking the available icon () on the section ribbon header. This selection will trigger the appearance of a blank Obligation Detail pop-up where the user can input information about the new item. To add a new Obligation Detail item, follow these general steps:
- Click the "Add New Obligation Detail Item" icon (
) on the section ribbon header.
- Select values in the Parent Work Phase, Improvement Type, and Fund Source picklists.
- OPTIONAL: Edit the Detail # if desired.
- OPTIONAL: Select options in the "Other Statistics" checkboxes if desired.
- Enter a valid obligation line in the Funding table by clicking into the available cells and typing values into them (Federal + AC Amounts > 0).
- Select a location in the Location table.
- Click the "Add New From Existing Locations" icon (
).
- In the resulting picklist, select the checkboxes for the desired location(s).
- Click the "Add New From Existing Locations" icon (
- Click "Save"
Once the new Obligation Detail item is saved, the pop-up will close, and the item will appear on the table under the selected Parent Work Phase. The Funding Changes associated with this new item will also appear under the "Change Summary" section of the Details tab.
