The TIPs interface provides the ability to create and manage the various versions of the TIP within the application. This tool can be accessed by clicking on the Administration Menu icon on the Utility Bar. Only users with the TIP Coordinator security role or users assigned a role that includes the Create/Manage TIPs permission will have this option available.
When "TIPs" is selected in the picklist, its interface will appear on the user's screen.
On the left side, the user can view all the TIPs hosted in the system, initially sorted by Type Name, then Name. These column types are hosted on the TIPs table:

| Type Name | This field shows the TIP Type. There are four types of TIPs that can be in the system: Draft (D) – The TIP being prepared for the next cycle. Modifications to this version of the TIP will not trigger Actions. Active (A) – The Official Approved TIP. Modifications to this version of the TIP will automatically trigger Actions. Historical (H) – A previous TIP saved within the system for historical reporting only. No modifications can be made to these versions of the TIP regardless of user permissions. Scenario (S) – A TIP that can be used for evaluating plan alternatives. Modifications to this version of the TIP will not trigger Actions. |
| Name | This field shows the TIP name. Active, Draft, and Historical TIP names are automatically generated (Start Year - End Year), but Scenario names are created by the user and must be unique. |
| MPO Approval Date | This field contains the latest MPO approval date for the adoption of the TIP (N/A for Scenarios). |
| State Approval Date | This field contains the State approval date for the adoption of the STIP in which the TIP was incorporated into (N/A for Scenarios). |
| FHWA Approval Date | This field contains the FHWA approval date for the adoption of the STIP in which the TIP was incorporated into (N/A for Scenarios). |
| FTA Approval Date | This field contains the FTA approval date for the adoption of the STIP in which the TIP was incorporated into (N/A for Scenarios). |
To view more information about a TIP, the user can click on its row in the table. Then, the Detail window on the righthand side will be filled with its information. This area will include the Name and a delete icon () in the header, and these fields below:

| Locked | This switch allows users to lock a TIP from any edits. Historical TIPs are always locked and disabled. |

| Type | This field contains the TIP Type (Draft, Active, Historical, or Scenario). |
| Description | This field allows the user to enter a narrative description value for the TIP. |
| Project Initially Copied From | This is the TIP version that was used to originally populate the Projects in the new TIP record. Once created, any changes to the projects are not maintained across TIPs. Only projects with funding in the new TIP window will be carried forward. This field is disabled for all previously created TIP records. |
| TIP Introduction | This link allows users the ability to upload a PDF document that will be used as the Introduction for the Comprehensive TIP report. If no document is uploaded, the Comprehensive TIP report will only include the Project Detail reports. |

Edit TIP
To edit the TIP, the user can click into the desired field in the Detail window and edit it based on the field type:
- Textbox - type new values
- Picklist - select new values
- Calendar Select - select new dates
Once a change is made, the "Save" button will appear to allow the user to save the new values. Alternatively, the user can revert the changes to their original values through the available "Cancel" button.
Add TIP
The "Add TIP" button allows the user to create a Draft or Scenario TIP Type. After selecting this button, the Detail window will be cleared, so the user can enter information about the new TIP Type. Once the user has filled the required fields (*), they can select "Save" to create the Draft or Scenario TIP. Then, the created TIP Type will be available in the table and in the TIP picklist on the Main Menu. Creating a Draft TIP in this interface will help facilitate the preparation necessary for the adoption of a new TIP window.
Public Comments
The Draft or Active TIP can be posted for public comment directly in the TIPs interface through the available button. This locks the TIP from any further edits and places it on the TIP Viewer application for public feedback. The public comment period can be ended at any time by selecting the "End Public Comment" button which replaces the "Post for Public Comment" button. This process can be repeated as often as desired until the MPO adoption date has been set.
All comments received during public commenting periods will be available in the TIPs interface. The three icons in the Public Comments section display the number of public comments received (), responses requested (
), and responses sent (
). To view public comments received along with an agency response, the user can click the "View Comments" button. This action places the user on the Comments tab. On the left side of this tab, there is a table that displays a record of each comment with the Date Submitted, Submitted By (Name) if entered, Date Response Sent, Revision Name, and Response Requested indicator. Once a comment is selected in this table, the detail pane on the righthand side will be filled with information related to the record. This pane includes some additional fields:

| Project ID | If the comment was related to a particular project, this field will include that project's ID. |
| This is the email of the submitter. Not all comments will have an associated email; comments that request a response must have an associated email. | |

| Agency Response | This section allows the agency to respond to the comment. The fields here are:
If a response if entered, it can either be saved ("Save"), or the action can be cancelled ("Cancel"). A saved response will be sent to the submitter. |
A summary of Public Comments Received can also be generated from this tab using the "Run Summary" button. This will include the TIP Name (Type), number of Comments Received, and the number of Responses Sent vs the number of Responses Requested. If no comments were received, the report can still be run but will display "No Comments Received."
Adoption Dates
The adoption date section is not editable when initially creating a Draft TIP but will become available once the Draft TIP has been saved. The table below outlines the details of each adoption date.

| MPO | When the Draft TIP has been approved by the MPO Board, the user will enter the Board Approval date in this field. If TIP Manager is integrated with STIP Manager, this action will send a notification to the System Administrator of the STIP that the Draft TIP has been approved, and all projects in the TIP will be incorporated into the Draft STIP for approval. |
| State | This field is read-only, and it indicates the State’s approval of the Draft STIP. |
| FHWA | This field is read-only, and it indicates the FHWA's approval of the Draft STIP. |
| FTA | This field is read-only, and it indicates the FTA's approval of the Draft STIP. |
Once FHWA and FTA have adopted the Draft STIP, the Active TIP will automatically change to Historical, and the Draft TIP will become the new Active TIP.
