The user can add a new FMIS project from the FMIS Projects interface. To begin this process, the user can navigate to the FMIS Projects interface and click "Add FMIS Project" at the top righthand corner of the FMIS Projects tab (landing page). This will place the user on a blank Detail tab.
Full Pane
The image above shows the "Add Project" screen in a half-pane view. The user can click the icon to view this screen in full-pane mode.
Step One: Establish Federal Project Number
To create a new project, the user must first establish its Federal Project Number. This is done by selecting a "STIP to FMIS Project Relationship Type" (radio button): None, One-to-One, One-to-Many, or Many-to-One.

For relationship types that do not automatically generate a Federal Project Number, the user can enter characters into this field. These characters can be letters, numbers, or a combination of the two. The Federal Project Number is always required, and its field must be filled before the "Next" button will be enabled.
To progress to Step 2, click "Next".
Step Two: Project Details
After a Project ID has been inputted/selected, the user must then specify the Project Details. The required fields for this step will have an asterisk, and they will appear in red initially.
The included fields are the same as appear in the Project Details section of the FMIS Project Details tab. Visit the FMIS Project Details article to view descriptions of each of these fields. Some fields may be filled and disabled here based on the previously selected "STIP to FMIS Project Relationship Type".
Once all required fields are filled, the "Next" button will be enabled for the user to move to Step 3.
Step Three: Location
The third step allows the user to specify a location for the project. Regardless of the last state of this screen (full pane or half pane), this step will appear in half-pane mode to ensure that the user can visualize the location and use the map to specify the location if desired. Just as on the FMIS Project Details tab, the location type options are Route Segment, Bridge Point, Traffic Point, Rail Crossing Point, New Polygon, New Line, New Point, and Boundary Area.
Visit the FMIS Location article to view instructions on adding a location. If a location is created and saved, the location will have a green "To Add" pill on its entry line. Some locations may already exist depending on the previously selected "STIP to FMIS Project Relationship Type". The "Add New Location" button will be hidden for One-to-One relationship types.
NOTE: The added location can be viewed, edited, and deleted from this screen.
Step Four: Documents
This step in the process is optional, and it allows the user with the ability to associate documents to the FMIS project.
Visit the FMIS Documents article to view instructions on adding a document. The "Next" button will always be enabled since this step is optional, and it can be used to navigate to Step 5.
Step Five: Obligation Detail
Now that the new project has a Federal Project Number, project details, a location, and related documents (optional), the user can input Obligation Detail records. The user can only enter one Obligation Detail item at a time. Initially, the interface will host a blank Obligation Detail table.
If the "Add New Obligation Detail Item" button () is selected, a blank Obligation Detail pop-up will appear for the user to create an Obligation Detail item. Visit the FMIS Obligation Detail article to view instructions on adding an item. Once at least one Obligation Detail item has been added, the "Next" button will be enabled for the user to navigate to Step 6.
Step Six: Other Information
This step in the process is optional, and it allows the user to enter other information related to the FMIS project. It simply holds all the categories/fields from the Other Information section of the FMIS Project Details tab.
Visit the FMIS Other Information article to view descriptions of these fields. The "Finish" button will always be enabled since this step is optional, and it ends the project creation process.
After "Finish"
Once the user clicks "Finish" on the Step 6 screen, the new project will be processed, and the user will be placed on its FMIS Project Details tab. If the user scrolls down and expands the Change Summary section, an "Add Project" change will be viewable.
