The Program Targets tab is the second tab on the Budgets interface. Only users with the System Administrator security role, View Program Targets permission, or Manage Program Targets permission will have access to this tab.
The Program Targets tab contains the budget or target values for each Program per year. As projects are funded through the life of the STIP, the total values funded for a particular Program are compared to its corresponding target to ensure a Program is within the target budget for the year. Changes to Program Target values will not trigger a STIP action; however, all Program Target budgeted values will be copied when a Revision is closed in order to maintain the accurate Revision History.
Filter
To filter this tab, the user can select a value in the "Year" picklist located above the table to select the year in the STIP they wish to view or edit. This filter will display the first year of the current STIP by default; however, any change in this value will be remembered in each interface in the application and for each time the user enters the application.
Fund Sources Allocated to Targets Table
There are two tables in the Program Targets tab. The first table will include those Fund Sources Allocated to Targets for the selected STIP Year. It hosts these columns:

| Fund Sources Allocated to Targets | A unique description of the Fund Source created through the Fund Sources interface, formatted as "Fund Code – Fund Name". The Fund Sources' display order can be defined in the Fund Sources interface. |
| Total Available | This field is read-only and automatically pulled from the Total Available amount shown on the Fiscal Constraint interface for the selected Year and Fund Source. |
| % Available | This is the only editable field. It allows the user to enter a percentage up to 3 decimal places to apply an estimated obligation limitation value to the Total Available funds. It will default to 100.000%. |
| Available for Distribution | This field is read-only and automatically calculated by the system using the following formula: Total Available * Available for Distribution (Percent). |
| Default Match | This field is read-only and automatically pulled from the Fund Source’s Default Match field. |
| Program Target (Subtotal + Match) | This field is read-only and automatically calculated by the system using the following formula: Available for Distribution / 1 – (Fund Source’s Default Match). |
| Programmed Obligations | This field is automatically calculated using the associated programmed funds for all projects matching the STIP, Year, and Program. Its value will be a link that opens the Program Targets/Program Obligations Detail pop-up, listing the record details included in the reported total value. The Programmed Obligations Detail table will include the following fields: Project ID, Name, Work Phase, Program, and Amount. This pop-up can be exported to CSV or Excel if desired. |
| Estimated Balance | This field is read-only and automatically calculated by the system using the following formula: Program Target (Subtotal + Match) – Programmed Obligations. |
Program Type/Program Name Table
The second table will include the Program Types and Programs as defined by the State. To expand the Program Types groups and their Program subgroups, the user can select the caret on the left side of the desired row. Alternatively, all groups can also be expanded at once through the "Expand All" link at the bottom left of the interface. To collapse these groupings, the user can select the carets once more or the "Collapse All" link. The table hosts these column types:

| Program Type/Program Name | This field lists the Program Types (groups), and their associated Programs (subgroups) as defined in the Programs interface. |
| Fund Name | When a Program subgroup is expanded, this column will be filled with the fund names associated to the Program, as defined in the Programs interface. |
| % Allocation | If the Program is allocated By Percent, this will be an input field allowing the user to enter a percentage up to 3 decimal places to apply to the Remaining Amount for the Fund Source. Percentages must add up to 100.000% on save; otherwise, the user will receive an error to correct the percentages for the Fund Source. |
| Program Target (Subtotal + Match) | This field's editability will be based on if the Program is allocated by Percent. Program is allocated by Percent: The field will be read-only and automatically calculated using the following formula: (Program Target (Subtotal + Match) for Fund Source – Total Allocated Funds for Program Types not allocated by Percent) * Program Target (Subtotal + Match) (Percent). Program is not allocated by Percent: The field will be a text field that can be used to enter the Program Target amount. |
| Programmed Obligations | This field is automatically calculated using the associated programmed funds for all projects matching the STIP, Year, and Program. Its value will be a link that opens the Program Targets/Program Obligations Detail pop-up, listing the record details included in the reported total value. The Programmed Obligations Detail table will include the following fields: Project ID, Name, Work Phase, Program, and Amount. This pop-up can be exported to CSV or Excel if desired. |

| Subtotals | Subtotals are provided in each Program Type and Program header. |
| Grand Total Allocated | The bottom of the table will display an overall total of all Programs in the last row. |
| Remaining to be Allocated | The bottom of the table will also display the remaining amount to be allocated. There are three amounts here, calculated in this manner:

Other Formats
There are two other formats that the user can view the Fiscal Constraint information in:

| Pie Chart | This button opens a pie chart of the Program Target information for the selected STIP and Year. It will include the sum of the Program Target (Subtotal + Match) values for each Program and the Total Amount. |
| Export | This button exports the table in Excel format. |
Save/Cancel
When changes are made to the Fiscal Constraint tab, the user must either save or cancel these changes.
