The Funding and Outlay section lies below the Documents section on the Project Detail tab. The Funding and Outlay section provides the user with the ability to view current funding and funding outlay information for the project and add funding records. This section will be collapsed by default, but it can be expanded using the caret on the ribbon header.
Half Pane View
The image above shows an example of this section in half-pane mode, its default state. At the top of the Funding and Outlay section is a ribbon header which hosts the section name and an "Add New" icon. The icon serves this purpose:

Once the Funding and Outlay section is expanded (caret), funding entries will appear below the ribbon header. These entries are read-only and contain summary information from both the Funding and Funding Outlay tables. The Programmed Amount, Federal Amount, and Non-Federal Amount values are taken from the Funding table; the Prior, STIP, and Future values are taken from the Outlay table.
Full Pane View
In full-pane mode, the user can view the Funding (top) and Funding Outlay (bottom) tables.
Funding Table
The Funding table is an editable table that hosts all funding records programmed for the project/version. It rests at the top of the Funding and Outlay section in full pane mode and contains these columns:
| Columns | Description |
| Work Phase | This field lists the work phase associated to the funding record. These detailed Work Phases will be grouped by Parent Work Phase in the table; these groupings can be expanded to view their individual projects by clicking the caret icon. |
| Program | This field lists the program associated to the funding record, and it determines how the funding amounts are analyzed in the Program Target analysis. This field will be blank in the Parent Work Phase group line but filled on the expanded individual lines. |
| Fund Source | This field lists the fund source associated to the funding record. This field will be blank in the Parent Work Phase group line but filled on the expanded individual lines. |
| Match Source | If the Fund Source selected is Federal, this field will be enabled with a filtered picklist showing all non-Federal Fund Sources that can be used for Match; otherwise, this field will be disabled and blank. |
| Match % | If the Fund Source selected is Federal, this field will be required and enabled and auto populated with the default Match % assigned to the Federal Fund Source; otherwise, this field will be disabled and blank. If needed, the user can override the default % with a specific % for the funding record. Changes to this field will re-calculate the Programmed Amount and Non-Federal Amount using the following:

| AC | If the Fund Source selected is Federal, this field will be a picklist allowing the user to designate the funding record as either AC (Advance Construction) or ACC (Advance Construction Conversion); otherwise, this field will be disabled and blank.

| Start Year | This field allows the user to enter the Start Year for the Programmed funding (YYYY). |
| Programmed Amount | This field shows the Total Programmed Amount for the funding record. Changes to this field will re-calculate Federal Amount and Non-Federal Amount using the following formula:

| Federal Amount | This field shows the Federal Programmed Amount for the funding record. This field will only be enabled if the Fund Source is Federal; otherwise, it will be disabled and blank. Changes to this field will re-calculate Programmed Amount and Non-Federal Amount using the following formula:

| Non-Federal Amount | This field shows the Non-Federal Programmed Amount for the funding record. Non-Federal Amounts include all State, Other, and AC Funds. Changes to this field will re-calculate Programmed Amount and Federal Amount using the following:

| Cash Flow Type | This field will display one of the available Cash Flow Types within the system:

| No. of Years | This field displays the number of years in which the Programmed Amount is split. |
| Delete | Upon selection of this icon, the corresponding row in the Project Funding table will be removed. If the project is in the Active STIP/TIP and the Programmed Amount > $0, then the action must be submitted and approved before being deleted. |
There is also a summary row that appear below the table.

| Totals | This row shows the sum of all Amount columns (Programmed Amount, Federal Amount, and Non-Federal Amount). |
Edit Funding Record
The existing funding records can be edited by expanding the work phase, clicking into the desired field in the funding record row, and entering new values by selection (picklist, arrow keys ) or manual entry (textbox). The "Save" button on the Detail tab will solidify any new values.
Add Funding Row
The user can add a funding row by clicking the "Add New" icon () on the header ribbon. This selection will trigger the appearance of a pop-up where the user can input information about the new funding record. The Work Phase, Program, Fund Source, and Cash Flow Type fields are required before saving. Once all desired and required fields have values, the "Save" button can be selected to add the new funding row to the Funding and Outlay section on the Detail tab.
Funding Outlay Table
The Funding Outlay table is a read-only table that hosts an outlay of all funding records programmed for the project/version. This table's information is automatically calculated by the system using the information supplied in the Project Funding table. It rests at the bottom of the Funding and Outlay section in full pane mode and contains these columns:
| Columns | Description |
| Work Phase | This field contains the Parent Work Phase that corresponds to the Project Funding table records. |
| Fund Source | This field is the Fund Source + Match Source (if applicable) that corresponds to the Project Funding table records. If the record is marked as "AC", AC will be appended to the Fund Source. |
| Prior | This field contains the sum of any prior Programmed Amounts for the applicable row. |
| STIP Window Years | These columns contain the sum for the specified year and applicable row. The year column will be labeled such that the first year will be the first year of the STIP window. |
| Future | This field contains the sum of any future Programmed Amounts for the applicable row. |
| Total | This field contains a sum of the Prior, STIP Window Years, and Future columns for each row. |
There is one summary row that appears below the table:

| Totals | This row summarizes the values for each Year column, including the Prior and Future Year columns. |
